The first step Qutuz, May Allaah Have mercy upon him, was eager to take, was to maintain the stability of the internal status in Egypt, and cut off those who were desirous of the throne, since anyone having such an aim would not be relieved nor quiet until he attained his desire. How did Qutuz, May Allaah Have mercy upon him, deal with this situation?
He did not use threats, since this, conversely, would only heat up the afflictions and flare resentment and envy, neither did he forge the people’s will and give them the false impression that he was widely accepted by all, nor by means of deception, cheating, conspiracies or circumvention. However, Qutuz, May Allaah Have mercy upon him, rose up with the good morals that were unfamiliar to the people inEgyptduring the last epoch.
Qutuz, May Allaah Have mercy upon him, gathered the emirs, great commanders, scholars and powerful men who were the real engines of the different sects of people and said to them clearly: “I have intended, by taking control of the rule (of Egypt), only to gather to fight the Tatars, which could not be achieved without a king. But, once we have set out and destroyed the enemy, it would be up to you to appoint as ruler whomever you like.”
Most attendees became quiet, and accepted this opinion.
Qutuz, May Allaah Have mercy upon him, was quite eager to highlight the danger of the coming enemy, and the noble purpose for which he took over the office of rule. It is well-known that the crises that befall the Ummah may gather the people if the leader is able to avail of them well. “Jihaad” is one of the best matters on which a leader may gather his people and join them in one row. For this reason, whoever does not gather his people on a case of Jihaad, may, very likely, lose the love of his people and loyalty to him, giving room for afflictions and troubles to multiply in his country, for the people would suffer from a life of laziness and comfort, and engage themselves in trivial affairs. On the other hand, no Muslim ruler, throughout the history of Muslims, raised the flag of Jihaad truthfully and sincerely, but that his country became stable, and his people stand behind him in love, truthfulness and loyalty.
Furthermore, Qutuz, May Allaah Have mercy upon him, announced clearly that he would refer the matter to the people to choose whomever they like, with no restriction to a certain family or a particular sect of Mamluks.
